YOUTH-ON-THE-AIR  2002

INTRODUCTION
I
n relation to total membership, very few St. John Ambulance Youth members are lucky enough to attend any of the out of region Camps (in other Provinces or International) which take place every year. The majority miss this wonderful and enlightening experience and with the ever increasing expense of travel (ground and air), it also becomes more and more difficult for large numbers to attend these events. St. John Ambulance Youth On-The-Air has none of these disadvantages. It cost little, has no limit to the number participating and almost any member of the organization can join without leaving his or her community. It enables youth members throughout the world to talk to each other on an equal footing irrespective of nationality, position in the organization, or even length of service. Please note that in Canada, anyone can speak on amateur radio as long as they are under the supervision of a licensed operator.

In addition, it is hoped that St. John Ambulance Youth On-The-Air will become the catalyst for our youth members to delve into the Radio Communications, and/or International Friendship proficiency subjects.

This will be our third year of operation, and we hope that your division will join us in this event. The details on the following pages explain how members will be able take part in this event.

DATE AND DURATION OF THE EVENT
This year St. John Ambulance Youth On-The-Air will commence at 1200 UTC (8 a.m. EDT) on Saturday October 26th and close down at 2359 UTC (8:59 p.m. EDT), with the alternate date of Sunday October 27th using the same time frame. The amount of time given to the event will be governed by local circumstances and rest largely with the Radio Amateur in charge of the equipment.

HOW TO TAKE PART
Divisions who know the names and addresses of local Radio Amateurs or Radio Club, may approach one or more of them to see if they would be interested in co-operating with them. If they do not know who or where they are, divisions may contact National Headquarters for information or they may contact:

INTRODUCTION:

Given current, past, and possible future world events, it is possible our Brigade members will provide relief services and work in areas that may put them at risk.  As with all First Aid services rendered we must ensure that the environment they are providing services in is safe.  This not only includes freedom from physical hazards such as gas, fire, electrical shock and debris, but must now also include an assessment of risk from chemical, biological, radiological, and nuclear terrorism.  Before our Brigade members are deployed, senior officers must assess risk from the above and ensure that our members are protected.  This may include immunization against common agents such as tetanus and Hepatitis B, as well as consideration of protective head and foot-wear, protective clothing and respirators.

011213 Guidelines for Cooperation (Emergency Response)

On 15 November, a historical Community Services event took place during the annual Open House at National Headquarters. Specifically, a document entitled Guidelines for Cooperation was signed between six of the national non-governmental organizations. At this point in our global history, the ability of these organizations to set aside their differences and come together is, indeed, appropriate and laudable. 

The agreement that St. John Ambulance has entered into exemplifies the cornerstone principle of humanitarian relief efforts during a disaster or major emergency. That is, that all organizations must work cooperatively with each other in a non-competitive atmosphere for the benefit of the communities and the citizens that they serve.

The future success of our Community Service volunteers to meet the disaster relief mandates given to them by government, will depend upon our combined ability to overcome past prejudices and begin a process of open dialogue and cooperation with the other signatories to this document. In today's society, no one organization can stand-alone and succeed.

I urge each of you to read this document and disseminate it throughout your Council. While it is vital that this spirit of cooperation starts with each Council's Headquarters, it is equally as critical that each Community Services volunteer understands and agrees to the philosophical principles behind it. This is true, not only for the preparedness phase of disaster relief, but also for the operational phase of providing services. To facilitate the internal distribution of this document, it will soon be posted to the St. John Ambulance Intranet site and, therefore, be easily accessible throughout the organization.

It is interesting to note that St. John Ambulance is the only non-governmental organization aligned with Emergency Health Services. The services provided by each of the other organizations, fall more appropriately under the Emergency Social Services mandate. Hence, there is a window of opportunity for St. John Ambulance to take, and maintain, a leading role in the provision emergency health services during a disaster. To remain in this unique position, however, dictates that we require the assistance and cooperation of everyone within our own organization, as well as with the other organizations outlined in this document.

At the national level, St. John Ambulance is actively involved, through Health Canada, in all disaster preparedness planning, disaster mitigation planning, and disaster exercises. St. John Ambulance is also viewed a meaningful player in disaster relief operations in Canada and is well respected by the federal government for the professionalism of our Community Services volunteers and for our organizational capabilities. National Headquarters is committed to the cooperative process between the non-governmental organizations as outlined in the Guidelines for Cooperation.

000110 Use of Prescription Drugs by Brigade Members
Questions have been raised about the value of having a Brigade Unit maintaining, under the care and control of an RN, a lock-box with a supply of prescript' on drugs. The intention is that the drugs are available for use by an MD in the event an emergency occurs in which the particular drug is required.

The following concerns were raised:
* Where will the drugs come from
* Who will ensure the drugs are replaced before their expiry date
* Issues of cost
* Issues of delegation of acts and/or prescriptions and responsibility

Based on feedback from consultations, which addressed the stated concerns, it is recommended that a Brigade Unit can maintain a lock-box with a supply of Prescription drugs within the lowing parameters:

* In situations where the Brigade Unit is called upon regularly to events where physicians are present and can be called upon to give care beyond that of a first responder
* In the above situations, this program remains an option
* The drugs are ordered by a physician
* Expired drugs are discarded under the direct supervision of a physician
* Steps are taken to encourage local hospitals to donate the required drugs
* Responsibility for the drugs is delegated to an MD or RN, who is always present at duties or easily on call, and the lock-box of drugs is under their direct control
* The box is kept safely locked in a secure location between duties. During this time, it remains the responsibility of the professional (MD or RN) to whom responsibility has been delegated

It has come to our attention that there is some confusion regarding the provision of St. John Ambulance first aid and health care courses to St. John Ambulance members (i.e. Community Services patient care providers, youth members, therapy dog members, campus response team members, auxiliary members, Branch volunteers and staff.)  The following will help to clarify the process. 

All St. John Ambulance members are encouraged to take Standard First Aid and CPR training. As part of St. John Ambulance’s commitment to support the development of  it’s members, any St. John Ambulance course relevant to the member’s role within St. John must be provided at no cost to the member. 

To accomplish this, we recommend that Branches designate two spaces on each public Standard level first aid with CPR course and provide advance notice to members of such availability. Interested members will be required to register at least two weeks in advance of the course. Allocated spots that are not filled two weeks before the course date will be sold by the Branch.   

The Branch Manager, in consultation with the member’s supervisor (e.g. Branch Chair, Divisional Superintendent, etc.), may approve other first aid and health care related courses relevant to the member’s role within St. John. In all other cases, the member will be directly responsible for the full course fee.   

Association courses that have a Community Services equivalent will not be offered to Community Services members at a reduced cost (e.g. EMR). 

When a St. John Ambulance member requests a course and numbers do not warrant running a full member’s course, the Branch Manager in consultation with the staff member’s  supervisor, should accommodate the member, where possible, by assigning them to an applicable public course.  

When a St. John Ambulance member associated with a Non-Branch supported unit requests training, the Manager of the nearest geographical Branch, in consultation with the member’s supervisor, will accommodate the member(s) as outlined above.  

In all cases where training is provided to members of St. John Ambulance the direct pro-rated costs only (course supplies and Instructor costs, if a volunteer Instructor is not available) should be budgeted for and directed/invoiced to the appropriate Branch account (e.g. Community Services training budget, if Community Services course). Every attempt should be made to solicit the services of a volunteer Instructor in such circumstances. 

I trust this clarifies the processes related to training St. John Ambulance members. In the interim, we would ask that Branches/Community Services Units that have not made provision for such training in their budgets make every effort to accommodate all members. Several NHQ and other communiqués have recently addressed the issue of change and the evolution of St. John’s charitable activities throughout Canada.  We want to assure you that your Board for Ontario is looking very closely at all of the possible strategies together with their impact, relevance and good governance ethics on the day-to-day operations here in Ontario. These issues are, at this point, still in the early stages of discussion in order to determine what will work best in and for Ontario.

Until such time as deliberations have concluded, the status quo remains the format to be followed.

Let me also assure you that this review is being, and will continue to be done, through consultation and input from St. John members at all levels, including, of course, our Community Services Task Force which has been working hard over the past year to review the services provided – and the manner in which they are provided -  across this province. 

I would encourage each of you to feel free to share your thoughts and opinions with me, as we begin to set the direction for St. John in Ontario and nation-wide. 

011213 2002 ANNUAL VEHICLE SAFETY INSPECTIONS
St. John Ambulance as a health and safety agency is committed to ensuring a safe environment for clients, volunteers and staff. As part of this commitment all St. John Ambulance owned vehicles (Branch or Patient Care mobile first aid posts, automobiles, utility and support vans, RVs, etc.) are required to have a 2002 annual certified safety inspection done by March 31st, 2002.

Branches and Community Service Units are required to have a safety inspection on each of their St. John vehicles completed before March 31st, 2002. The inspection certificate is to be submitted with the attached form to the Community Services Department at Council no later than March 31st, 2002. 

Vehicles that have no safety certificate or fail an inspection must be immediately taken off the road and repairs made in compliance with Ontario Ministry of Transport safety regulations. This is Council policy. 

This policy will be monitored by District Management Team and will be enforced. Failure to comply with the policy, that includes the reporting process associated with having an inspection done, will affect the Branch and/or Community Service Unit’s status with Council.

The successful pass certificate shall be forwarded to Council who will authorize the Branch/Community Service Unit to place the affected vehicle(s) back into service.

We would encourage those Branches and Community Service Units that have vehicles in a potentially fail situation to consider making repairs as soon as possible and to make allowances in your 2002 budgets for vehicle inspections and associated repairs/replacement (if required). 

Branches and Community Service Units that require vehicle replacement are encouraged to take advantage of the Stone Vehicle Acquisition Subsidy.

Strategic Direction Task Force

In June 2001 we told you about the formation of a ‘blue-ribbon’ task force that is, for the first time in Ontario, taking an ‘all-inclusive’ look at developing plans and strategies to enhance Community Service delivery province-wide.

Over the next few months representatives from St. John Ambulance and/or the market research firm of Ipsos-Reid will be asking many of our clients, and many of you, to participate in the process of reviewing community services and identifying opportunities or enhancements at the local, district or provincial levels.

This contact may be in the form of personal interviews, group meetings and/or telephone surveys. The information gained from these contacts will form the basis of a performance review of current community programs and services and will help to develop an understanding of both client and volunteer needs and opportunities.

This information gathering will also facilitate ongoing assessment, with the aim of enhancing community service activities and opportunities. The Task Force anticipates that it will complete its work by June 2002.

This is an exciting opportunity and challenge and we thank you for your participation and support over the next few months as we move St. John forward through this unique review process.

Enclosed you will find step by step specific instructions on how to complete comprehensive submissions for Admission or Promotion within the Order of St. John, along with the 2002 Submission Form. It is essential that submissions follow these guidelines in order to be accepted by Council Honours and Awards committee and Priory. 

Please keep in mind that your submissions must clearly paint a picture of the candidate and the good work they do for the Branch and/or St. John Ambulance as a whole. The criteria is clearly identified in this submission package and should be followed closely and in detail to ensure a good submission. Unfortunately, the Branch Honours and Awards Committee will not be notified in advance of submissions that are deferred. Priory has advised that recommendations on old, scanned, or different forms will not be accepted. Please discard any old forms you may have on file.

Submissions of nominated candidates must be kept confidential until approved by Priory. Subsequent to approval, the nominee will receive a personal letter from the Chancellor and at that time, the nominee is asked to accept or decline the honour. Please do not contact St. John Council for Ontario asking for verification of awards.

The final submission date for Admission to and Promotion within the Order of St. John is 4:30 pm Thursday, MAY 31st, 2001. Extensions or late submissions will not be considered. Submissions must be submitted with the "Submissions Summary - Priority Ranking" form. A copy of the current form is attached.

Additional forms are available upon request in email version, or a diskette in Wordperfect or Word Format. Should you have any questions or need clarification on the instructions or the forms, please do not hesitate to call Gail Opaleychuk (x242) at St. John Council for Ontario.

2001 BILLES APPLICATION - New Look, New Format!  

The attached Billes Application Brochure reflects the St. John corporate logo based on the Province of Ontario official colours of green and gold.

Please ensure that all Branch affiliates have an opportunity to review the application and apply, via the Branch process, for their requested items.  Feel free to photocopy the form for additional applications.  Applications can be obtained by calling Provincial Headquarters. The original Memorandum is available in PDF format.

The J. W. Billes Fund provides support to Brigade units, Branches and Districts.  The approval and amount of grants is based on the need and benefit of the item requested, the financial status of the applicant, and the amount of funds available overall for distribution.  Remember you are in competition with other requests from throughout the Province.  As is the case with most grants, Billes grants are not intended to provide an ongoing revenue source, but rather provide for short term needs where these needs cannot be met through local funding.

Details on how and when to apply are clearly indicated on the brochure.  Read it carefully and complete all areas of the application form prior to submitting to Council. Remember, applications must be received at Council office by March 31, 2001.  Late submissions will not be considered.  Please note, the signatures of the District Chairman and District Commissioners are now also required prior to submitting application to Council.  Be sure to allow yourself sufficient time for applying, signing and forwarding within the deadline.

Funds become available to the applicant following approval by the Finance Committee and by the Board of Directors, Council for Ontario.  Subject to the availability of funds, additional applications opportunities may again be available later this year.

A revised set of St. John Canada Instructions (StJCI): Part 2 - Volunteers has been issued.

As you are already aware, Brigade General Regulations (1988) has been replaced by StJCI: Part 2.  The table of contents in the instructions identifies all the chapters to be included in StJCI: Part 2.

The revised instructions go into effect immediately. Those instructions that impact on the way that Brigade Units in Ontario operate have been reviewed and associated Provincial Commissioner's Directives were previously distributed.

A few Brigade Units have started using photocopies of the patient care report form illustrated in the BTS 1 guide and St. John Canada Instructions.  Unfortunately this form has not been approved for use in Ontario. Our legal counsel has some concerns related to the wording of the release section of the form.

A new form is currently under review and will be released through a Provincial Commissioner's Directive shorty. Until such time as the new form is released the current 2 part form available from Council Stores (no charge, except for shipping) is the only patient care record form that should be used by Brigade Units in Ontario. (This form is also available in PDF format from this site.)

RE: Therapy Dog Program

A number of SJA Therapy Dog Coordinators have been approached recently to join a newly formed regional Therapy Dog group in Ontario.

While competition is both healthy and challenging, we do wish to stress that the St. John Ambulance Therapy Dog Program has developed and matured over the past 10 years to become a nationally recognized authority in therapeutic pet visitation – in no small part due to the countless numbers of trained and dedicated volunteers, staff and pet professionals who have and continue to provide guidance to the program.

The program’s policies and procedures have been developed and modified to provide optimum safety and satisfaction to the clients we serve and to the volunteers and pets that serve for us, and many of these processes are reflected in our extensive development and support systems e.g. Therapy Dog Program Manual, Evaluators Guide, Volunteer Liability Insurance, Volunteer Screening and a province-wide Coordinator/Evaluator support network - all provided at little or no cost to the volunteer, and at no cost to the client.

St. John Ambulance brings to its pet visitation program a background in charitable, caring work that has spanned over 900 years and we have every reason to believe St. John will continue to provide caring, charitable work well into the next millennium.

We mention this so that if you are approached by other organizations, you can make informed decisions as to which type of volunteer experience you wish to associate you and your pet with. I would encourage you to share this information with your membership and to feel free to share this with your facility contacts.

RE: AED Use – St. John Ambulance Patient Care Providers

Further to the many queries and questions on AED use, I would like to clarify the following points on using an AED while involved in a St. John Ambulance duty:

A qualified St. John Ambulance Patient Care Provider can be trained and certified on all three licensed AED devices (HP, Medtronic-PhysioControl, Survivalink); one is not restricted to training on only one device. A member must, however, be certified on each device type separately (HP, Medtronic-PhysioControl, Survivalink) by an instructor before using any device.

When certified on a device type (e.g.: Medtronic-PhysioControl 500), you can use any device of that make and model (e.g.: Medtronic-PhysioControl 500 unit) at a St. John Ambulance sanctioned duty. You do not have to use the actual machine that you were trained and certified on.

Once a St. John Ambulance Patient Care Provider has been certified on a device, he/she is allowed to use the device "while involved at a duty". That is to say, that if a member is driving "to a duty" or "from a duty", he/she can use the device they are certified on should they happen upon an incident requiring AED use.

One cannot use a St. John Ambulance device if not involved in a duty. That is to say, one cannot "scan" an emergency call or bring the device with them outside being involved in a duty. Such an action will result in immediate decertification by the AED Medical Director.

While I can appreciate that there are many questions as this new program gains momentum and success, please direct your questions to the Provincial Medical Officer, c/o Community Services Department, St. John Ambulance, Council for Ontario.

020916 2002 International Cadet First Aid Competition

The 2002 International Cadet First Aid Competition will be held at several locations throughout Ontario on Sunday October 20, 2000. The guidelines of the competition, including age criteria are detailed in the attached memorandum, JUST THE FACTS - September 2002 and all information is also posted at CadetsOnline.ca.

To facilitate planning and confirm locations, all completion entries must be received at Council no later than October 7, 2002. The Intent To Enter form is also attached. Late entries will not be accepted. An Intent To Enter form is required for each team of 4 wishing to compete. These forms may be faxed, mailed or emailed to PHQ. Detailed joining instructions will be forwarded to divisions intending to enter.

To assist you in preparation of your teams, a copy of the 2001 scenario is available from the Brigade Community Services office at Council, Telephone 1-800-268-751, on request. A complete archive of the last nine years of International Cadet First Aid Competition problem sets are available in PDF format online.

This is an excellent opportunity to rally your division to prepare to compete in our Patient Care Competitions next spring and a great introduction for our youngest Cadet members as this competition has been designed for them and is aimed at Emergency First Aid and not BTS.

Youth Leadership Manual and Youth Handbooks are being readied for release. These items have been National projects under development for some time now. Each Cadet Division in the province will be receiving a copy of the Youth Leadership Manual as well as a sample copy of the Youth Handbook/Record Book. Copies of this Record Book can be requested for each Cadet and Crusader in your division through the Provincial Brigade office. As with other cadet resources, we hope to have the Youth Leadership Manual online over the next few weeks.

011016 [New!]2002 PROVINCIAL PATIENT CARE COMPETITION - PDF Version

The 2002 District/Provincial Patient Care Competition will be held Sunday, April 7, 2002. As in the past, these competitions will be conducted at separate venues across Ontario.

TEAM COMPOSITION
Teams will consist of TWO qualified members from the same Unit with the option of having ONE spare. (i.e. teams are not required to have a spare unless they wish to designate one). Be advised that winning teams that meet the applicable entry criteria will be invited to compete at the 2002 Ontario Open First Aid Competitions that will be held in the fall of 2002.

PROVINCIAL PATIENT CARE COMPETITION CATEGORIES
Teams may compete in ONE of the three following categories:
Senior: No age restriction
Intermediate: 17 years of age and under as of January 1, 2002
Junior: 14 years of age and under as of January 1, 2002

Senior teams must hold a current Brigade Training System (BTS) Level 1 (or higher) certification. Intermediate teams must hold current qualifications of a Standard First Aid Certificate (or higher): It is recommended that Intermediate teams be trained to the level of Brigade Training System (BTS) Level 1. Junior teams must hold a current Emergency First Aid (or higher) certification.

District Commissioners will be responsible for the staging of the District/Provincial Competition, including the registration of all competing participants. They are to appoint a supervising judge who will be responsible for the briefing judges, simulators, patients and teams. This judge must meet the requirements for judging the 2002 patient care competitions.

The total (sum) of scenarios 1 and 2 for the highest scoring team in each of the THREE categories (junior, intermediate, and senior). All other marks and documentation will be retained by the District Commissioner or designate. In the event of a tie, total marks for patient care at various stages will be used to break ties.

990926 Memo on the Use of Polysporin® by Brigade Members as released by our National Headquarters - effective 28 July 1999
In response to a
request from the field, appropriate consultation shave been conducted about the use of Polysporin® by Brigade members who provide patient care services.

Polysporin® is an over-the-counter (OTC) product used to help keep open wounds free of infection.  The use of Polysporin® by Brigade members providing patient care services on behalf of St. John Ambulance is acceptable under the following conditions:

  1. it is used only by Brigade members with a minimum of BTS Level 1 certification;
  2. it is used only with the patient's permission;
  3. the patient should be asked if they are allergic to Bacitracin or Polymixin B (the two ingredients of Polysporin®)
  4. it must not be used on wany wounds that require suturing;
  5. it must not be used if it is necessary to remove foreign objects or dead tissue from the wound.

The use of Polysporin® by Briage members is optional, not mandatory.   Brigade members are also cautioned that OTC products may be used only after formal approval by National Headquarters on a product-by-product basis.
